Antigone: Quote and Question

"O think Antigone; we are women; it is not for us to fight against men" - Ismene pg. 128

In this scene, Ismene is refusing to help her sister Antigone bury Polynices and is telling her all the reasons why she thinks her plan is a bad idea. Ismene obviously fears defying the king's orders and the consequences that come with that but is this decision founded in her fear of the law or her beliefs that women do not have the right to speak up?
